STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY THE DELEGATION OF IRAQ AT THE INFORMAL MEETING OF THE UN GENERAL ASSEMBLY ON THE PRIORITIES AND PREPARATIONS FOR THE 2025 UNITED NATIONS CLIMATE CHANGE CONFERENCE (COP30) (New York, 5 March 2025)

1. G77 and China place significant importance on the United Nations Framework Convention on Climate Change and its Paris Agreement and advocate for climate action through scaled-up implementation, considering the varying national circumstances. Further, we highlight the importance of upholding principles of equity and common but differentiated responsibilities and respecting the capabilities considering different national circumstances, as enshrined in the Convention and its Paris Agreement. For developing countries, global climate action should therefore be guided by climate justice.

2. Climate change is one of the most significant challenges of our time. Its far-reaching and unprecedented effects disproportionately burden developing countries, particularly the poorest and most vulnerable. Extreme weather events and slow events have affected the environment, economy, and society, undermined hard-won development gains and further affecting our countries.

3. According to the World Meteorological Organization, 2024 was a record year for high temperatures. It was confirmed as the hottest year on record, with the decade from 2014 to 2024 being the warmest in recorded history. Additionally, 2024 was marked as the first calendar year when the global annual temperature averaged 1.5°C above pre-industrial levels was exceeded. The economic impact of climate events such as hurricanes and wildfires in 2024 resulted in estimated losses of $320 billion, a third more than the previous year. This highlights the urgent need for scaled up action to address climate change impacts.

4. While we have reached some major outcomes at COP29, it also needs to be highlighted that the developing countries' expectations were not met.

5. It is important that we work towards a balanced outcome on the five pillars of the UNFCCC, and it is important that we uphold the principle of CBDR and progress across all pillars. The outcomes on finance and the New and Collective Quantified Goal fell short of expectations COP29 failed to deliver the crucial support essential for developing countries to achieve just transition towards low-carbon development pathways, or to prepare and adapt to the devastating impacts of climate change. The current commitments also fall short of what is needed. Therefore, it is essential that developed countries provide the much-needed means of implementation at COP30.

6. We need to focus on the Baku-to-Belem roadmap, operationalise the NCQG, and raise climate financing to reach 1.3 Trillion. This will play a critical role in ensuring that developing countries receive the support they need in a timely manner.

7. It is important to note that 2025 marks a significant milestone in climate action, the tenth anniversary of the Paris Agreement. This further stresses the importance of climate action and the urgency of addressing the impacts of climate change. So far, this has been exceedingly slow, and it is vital that action is taken urgently to address the evolving needs and priorities of developing countries. The pace of climate action needs to catch up with the unfolding climate impacts and realities.

8. 2025 is the year of NDCs 3.0, and we expect to see ambitious progress. It is important to ensure a progression based on science and equity;. We need urgent climate finance to implement not only NDCs 3.0 but also NDCs 1 and 2.

9. The G77 and China note that COP30 should be crucial for progress in adaptation. It is important to ensure the full operationalisation of the Baku Adaptation Roadmap and complete the Global Goal on Adaptation in Belem. This includes operationalising the GGA through the adoption of a robust indicator package at COP30.

10. Additionally, the implementation of NAPs is a priority for developing countries. 2025 is also the year that marks the end of the doubling of adaptation finance, we need to reflect on this and the implications for 2026 onwards

11. At COP30, we must implement the outcomes of the GST, and ensuring adequate preparations for the second GST is crucial. It is essential that COP30 delivers on the outcomes of COP29.

12. Other key areas of focus include just transition. The G77 and China call for a strong decision on just transition pathways. For developing countries, it is vital that just transition pathways operationalise the CBDR-RC, focusing on adaptation resilience and means of implementation to make the transition easy for our members.

13. Technology also remains one of the high priorities for the Group. It is important to reach a way forward that enables developing countries to access climate technology for the implementation of their NDCs. In this regard, we see during this year CTCN will be reviewed on its effectiveness and functions. CTCN has played a critical role in developing countries with the technical assistance they have provided, which in some cases results in scaling through other funding mechanisms. This year, we see the role of unlocking the linkages between both Financial Mechanism and Technology Mechanism which is much needed for developing countries in our transformation towards greener and cleaner future.

14. Additionally, the G77 and China highlight the importance of transparency, which includes supporting countries by providing finance and technical elements. This is especially important given the constraints and challenges faced by developing countries, as elaborated in BTRs. We need to consider the BTRs submitted by developing and developed countries and the synthesis report before Bonn.

15. In addition to these, G77 and China also highlight the areas of work in agriculture. In 2025, we will look at the synthesis report covering the work of constituted bodies on agriculture and agriculture in other work streams to ensure coherence, as well as the workshop that will look at holistic approaches to agriculture, just transition, and emission reduction. In addition to this, the work also consists of the online portal, which was agreed on to provide an opportunity for Parties to make submissions on policies, projects, and initiatives that they would like to have supported.

16. G77 and China also highlight the importance of capacity building and action for climate empowerment for addressing climate change. Further, we wish to note the importance of adopting a new Gender Action Plan at COP30.

17. On matters related to loss and damage, it remains our priority to deliver a comprehensive review of WIM to ensure that we have complementary within WIM ExCom, Santiago Network, and Fund for Responding to Loss and Damage. G77 and China highlight the importance of efficient action for addressing loss and damage, as this is vital for developing countries.

18. The Group support the progress that has been achieved in Article 6 in COP29 and is looking forward to COP30 making a step forward by setting the guidelines for implementation.

19. We must address the negative impacts of Response measures and not overlook its implications for developing countries. We must work towards a concrete and robust outcome at COP30.

20. Unilateral measures should not be imposed, as they have critical consequences that impede economic development and socioeconomic advancement in developing countries.

21. These do not form an exhaustive list, and the G77 and China remain available to work with all our partners to ensure that we pave the way for successful outcomes critical to addressing developing countries' needs.
