STATEMENT OF THE GROUP OF 77 AND CHINA AT THE THIRD SESSION OF THE PREPARATORY COMMITTEE FOR THE FOURTH INTERNATIONAL CONFERENCE ON FINANCING FOR DEVELOPMENT DURING ITS CONSIDERATION OF THE DRAFT OUTCOME DOCUMENT OF THE CONFERENCE: DATA, MONITORING AND FOLLOW UP (New York, 14 February 2025)

Thank you Chair,

On the Data, Monitoring and Follow Up section, the Group agrees with the zero draft that strengthened data, monitoring and follow-up mechanisms are vital for us to diagnose gaps and ensure sustained progress on FFD. It is our view that the section on data should be considered a cross-cutting issue, and not relegated as an afterthought at the end of the document - we should extol the virtue and necessity of strong and robust data in all sections of this document, recognising that good and accurate data enables developing countries to properly diagnose financing gaps and address challenges accordingly.

In this section, it is important that we call for strengthened data and statistical capacities for developing countries. The Group would like to reiterate the following points:

- We are encouraged by the calls for more disaggregated data and statistics.

- We also welcome the strong reference to SDG indicator 17.3.1 as a baseline for our monitoring of financing data, which provides further statistical clarity to developing countries on the support received.

- We would like to see a call for innovative data collection methodologies, technologies and sources for developing policy relevant information, which provide opportunities to generate real-time information and complement official statistics.

- We note the calls for increased coordination on data, and would also like to specify that there should be strengthened investment in and collaboration with national and international statistical agencies, including through public-private partnerships.

- We also call for the document to acknowledge voluntary non-financial and sustainability data by the private sector, which we should also tap on, where appropriate, to encourage robust data on private enterprise's impact on development, while reducing fragmentation and reporting burdens, taking into account national circumstances and contexts.

- We also call for the multilateral process mandated by Action 53 of the Pact for the Future, which requests the Secretary-General to develop a framework on measures of progress on sustainable development to complement and go beyond Gross Domestic Product (GDP), as well as the establishment of an independent high-level expert group on the development of this framework.

We thank the co-facilitators for outlining the various follow-up actions corresponding to the thematic areas of the document and to explore synergies with existing meetings. The Group is still studying these recommendations closely and will provide our detailed comments in the negotiations.
Preliminarily, we would like to underscore that our follow-up actions should be implementation-oriented. We believe that increased dialogue is a good first step in accountability to the FFD4 outcome. However, we should carefully consider issues of duplication, potential resource burdens on developing countries to participate in these new processes, and ensure that these efforts do not amount to mere rhetorical engagements.

We also welcome further clarity from the co-facilitators on each of these actions and what they envision to be the outcomes of these processes, particularly in implementing the FFD4.
