STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA DELIVERED BY H.E. AMBASSADOR GODFREY KWOBA, DEPUTY PERMANENT REPRESENTATIVE OF THE REPUBLIC OF UGANDA TO THE UN, AT THE HIGH-LEVEL DIALOGUE BETWEEN THE SECRETARY-GENERAL AND UN MEMBER STATES OF THE 2024 ECOSOC OPERATIONAL ACTIVITIES FOR DEVELOPMENT SEGMENT (New York, 14 May 2024)

Mr. Vice-President of the Economic and Social Council, Mr. President of General Assembly, Madam Deputy Secretary- General, Excellencies, Distinguished delegates,

I have the honor to deliver this statement on behalf of the Group of 77 and China.

The G77 and China expresses its appreciations to you Mr. Vice- President for convening this year's ECOSOC Operational Activities for Development segment. We look forward to engage constructively in the Segment's deliberations and outcomes. We commend the Secretary- General for the comprehensive report on the "implementation of the General Assembly resolution 75/233 on the QCPR" along with its related documents. We also commend the Deputy Secretary-General, Under-Secretary-General, Department of Economic and Social Affairs and Assistant Secretary General for Development Coordination and their respective teams for their valued contributions to this process.

Excellencies,

The 2024 Economic and Social Council Operational Activities for Development segment takes place when only 15% of the Sustainable Development Goals (SDGs) targets are on track to be achieved by 2030. With this level progress in the implementation of the 2030 Agenda for

Sustainable Development, it is evident that many developing countries are being left behind. The low level of progress in developing countries is due to the failure by the international community to provide the required means of implementation to developing countries to support their national efforts to accelerate the implementation of the 2030 Agenda. We all agree that urgent actions must be implemented at all levels to realize the 2030 Agenda and urge the international community, particularly developed countries to urgently fulfill their commitments to provide the means of implementation in this regard.

Excellencies,

The United Nations development system remains a key player in supporting States to implement the 2030 Agenda for Sustainable Development, particularly in developing countries. The G77 and China reiterates its position that the United Nations development system should focus on development with eradication of poverty in all its forms and dimensions as its overarching goal. In this context, we appreciate the information contained in the report on the activities that the system has provided to support countries in their national efforts to accelerate actions to implement the 2030 Agenda and achieve the 17 SDGs.

We remain concerned over the low level of funding of the UN development system development related activities. We underscore that developing countries are already facing enormous financing challenges, which undermine their efforts to fully implement the 2030 Agenda for Sustainable Development. We therefore call upon the donors to increase funding for the UN development system development related activities to ensure that the system is more strategic and responsive to the needs and priorities of developing countries.

Excellencies,

We recognize the role played by the Resident Coordinator system as a catalyst for sustainable development in programme countries. In this context, the G77 and China reiterates the importance of providing adequate tools to the United Nations development system and its Resident Coordinator system, in particular the necessary funding to deliver better in support of the needs and priorities of programme countries.

The Group also wishes to emphasize that developed countries have the obligation and commitment of assisting developing countries in meeting their development objectives and urges full implementation of the commitments made in the funding compact. However, we note with concern that joint planning and programming continues to be constrained by compartmentalization. We therefore call for joint activity budgeting and programme delivery in accordance with the United Nations Sustainable Development Cooperation Frameworks, which is the most important instrument for planning and implementation of the UN development activities at country level in support of the implementation of the 2030 Agenda for Sustainable Development.

Finally, the G77 and China remains committed to engage actively and constructively in the 2024 QCPR process to ensure that the UN development system is provided with the appropriate policy guidance needed to strengthen the system to support accelerated actions to achieve the SDGs in the remaining six years. We wish to assure the Secretary- General of our counted support to ensure that the UN development system delivers on its mandate of supporting the full implementation of the 2030 Agenda for Sustainable Development.
