Excellencies;

On behalf of the people and the government of Cuba, I would like to express our profound gratitude to the Group of 77 and China for the confidence placed in Cuba to chair, during this year, this broad and representative universe of nations.

We likewise commend the lofty work carried out by Pakistan at the helm of the Group during the year 2022.

We feel highly honored to represent this diverse and dynamic group through times of monumental challenges for developing countries.

We will do so with full dedication and the proven commitment that we will never disappoint those nations with which we share the history of abuses our peoples were subjected to, while being aware that we are also united by the goals and aspirations we pursue.

We take pride in the valuable heritage that we have forged as a Group throughout its almost six decades of existence, as we realize, with amazement, that we still have a long way to go before our common, genuine and historical demands are in fact met. We will struggle for them, convinced that, amidst our diversity, we share the same aspiration to live in a more just and better world.

Our nations continue to be in the rear of global development, while bearing on our shoulders the consequences of the numerous crises and inequalities resulting from the current unjust international order.

We speak about a deeply anti-democratic order conceived to perpetuate the imbalance that, despite the historical demands of the countries of this Group, supports the wealth of a few at the expense of the impoverishment of the majorities, thus placing our peoples at a social and economic disadvantage and plunging them forever into underdevelopment, poverty and starvation.

This is not something that we are saying for the first time. Since its foundation, in the promising decade of the 1960's, the Group of 77 has called for changing the unjust global order to be able to get rid of the absolute disadvantage position we had been pushed into after centuries of colonialism and dependence. Speaking about it at every forum will never be enough.

In 1979, the historical leader of the Cuban Revolution defined what we were with these unforgettable words, and I quote: "If the Non-Aligned Countries Movement, which was initiated a few years earlier, came to be the political conscience of countries that were emerging from colonialism and neo-colonialism and were trying to realize their full independence, the Group of 77 emerged as their economic conscience", end of quote.

That conscience brought about unity among countries, regions, identities, cultures and different development levels. History has corroborated the value of unity. We have bet on that since the first UNCTAD Conference, the Declaration on a New International Economic Order, and all the way through the Rio Summit, the special and differentiated treatment, the Official Assistance for Development Goal, including the Addis Ababa Action Agenda and even the ambitious Sustainable Development Goals. The South has been the corner stone of multilateral negotiations on the issue of development.

And in order to assert that "the South also exists", as was written by the Latin American poet Mario Benedetti, we have taken action together.

And it is with the strength of those two thirds of the world we represent that we have been able to move on towards the achievement of certain goals and aspirations.

But there are a lot of substantial issues that are still pending, which add up to the current problems facing the post-pandemic world.

As was recognized by the Secretary-General of the United Nations before the Group of 77 and China in September last, and I quote: "As we reach the halfway point to the 2030 Agenda, let us be clear, we are moving backwards. The COVID-19 pandemic and an unequal recovery have cost us at least three years' worth of development progress. Developing countries are drowning in debt, with no fiscal space or access to financial resources to invest in recovery", end of quote.

Today, more than ever, it is imperative to achieve consensus on those issues that affect us as individual countries and as a group. Only down that path will we be able to come closer to the satisfaction of the aspirations of those historically neglected peoples and their yearning for social justice.

Excellencies;

During these challenging and troublesome times, wagers on the fracture of the countries of the South have proliferated. Let us teach a lesson of unity; let us show the value of cooperation and solidarity.

As was proclaimed by Fidel, the founder and tireless defender of unity as an inescapable premise of every action, we need to merge into these times to build the future we long for, to vindicate those who have always been excluded and to recover faith in humanity.

You can count on Cuba and its invariable commitment to work tirelessly, together with all the members of this indispensable group, in the defense of the supreme interests of our nations.

Cuba will also count on you, in the hope that the spirit of unity and solidarity that led to the foundation of the G-77 and China, will prevail over the mean interests of those who intend to perpetuate the current unjust economic order.

We strongly believe in multilateralism and the unlimited power of unity amidst diversity, which Army General Raúl Castro Ruz, leader of the Revolution, has defended as the banner and guide of the construction of the indispensable consensus to overcome current challenges and build the just world we all long for.

It will always be the time for unity. But today it is an imperative; it is the most pressing urgency. Let us articulate actions in order to untie, once and for all, the knots that hold a grip on the peoples' possibilities of true progress. They have the right to a more humane, dignifying and proud existence and it is the duty of their leaders to struggle for that. Yes, we can.

INTERVENCIÓN DEL EXCMO SR. MIGUEL DIAZ-CANEL BERMÚDEZ, PRESIDENTE DE LA REPÚBLICA DE CUBA (video pre-grabado)

Excelencias:

En nombre del pueblo y gobierno cubanos, agradezco profundamente al Grupo de los 77 más China, por la confianza depositada en Cuba para presidir durante el presente año este universo tan amplio y representativo de naciones.

Encomiamos, asimismo, la loable labor desempeñada por Pakistán al frente del Grupo durante el 2022.

Nos honra altamente representar a esta agrupación diversa y pujante, en tiempos de retos monumentales para los países en desarrollo.

Lo asumimos con total entrega y el ya probado compromiso de que jamás defraudaremos a naciones con las que compartimos una historia de abusos a los que fueron sometidos nuestros pueblos, pero conscientes de que también nos hermanan objetivos y esperanzas.

Realmente enorgullece el valioso acervo que hemos logrado forjar como Grupo en casi seis décadas de existencia, tanto como impresiona el camino que nos queda por delante para ver realizados genuinos, comunes e históricos reclamos. Por ellos lucharemos, con la certeza de que, en la diversidad, compartimos la misma aspiración de vivir en un mundo mejor y más justo.

Nuestras naciones continúan estando en la retaguardia del desarrollo global, mientras cargan sobre sus hombros las consecuencias de las múltiples crisis y las desigualdades derivadas del injusto orden internacional vigente.

Hablamos de un orden profundamente antidemocrático, concebido para perpetuar el desequilibrio que, a despecho de las demandas históricas de los países de este Grupo, sostiene la riqueza de unos pocos a costa del empobrecimiento de las mayorías, manteniendo a los pueblos en desventaja económica y social, permanentemente condenados al subdesarrollo, la pobreza y el hambre.

No es algo que digamos por primera vez. Desde su fundación en la prometedora década del 60 del pasado siglo, el Grupo de los 77 ha reclamado cambiar el injusto orden global, para poder emerger de las condiciones de absoluta desventaja en que nos sumieron siglos de colonialismo y dependencia. Y todas las tribunas serán pocas para decirlo.

En 1979, el líder histórico de la Revolución cubana nos definió con inolvidables palabras. Dijo Fidel Castro y cito: "Si el Movimiento de los No Alineados, que se había iniciado pocos años antes, venía a ser la conciencia política de los países que emergían del colonialismo y el neocolonialismo y trataban de realizar a plenitud su independencia, el Grupo de los 77 surgió como su conciencia económica". Esa conciencia es la que propició la unidad entre países, regiones, identidades, culturas y niveles de desarrollo tan diversos. Y la historia nos ha confirmado el valor de la unidad. A ella apostamos, desde la primera Conferencia de la UNCTAD, la Declaración sobre un Nuevo Orden Económico Internacional, pasando por la Cumbre de Río, el trato especial y diferenciado, la meta de Ayuda Oficial al Desarrollo, hasta la Agenda de Acción de Addis Abeba y los ambiciosos Objetivos de Desarrollo Sostenible. El Sur ha sido la piedra angular de las negociaciones multilaterales en materia de desarrollo.

Para dejar sentado que "el Sur también existe", como escribió el poeta latinoamericano Mario Benedetti, hemos actuado unidos. Y es con la fuerza de esas dos terceras partes del mundo que representamos, como hemos logrado avanzar en determinados objetivos e ideales.

Pero quedan muchos asuntos sustanciales pendientes, a los que se agregan ahora los problemas del mundo postpandemia.

Como ha reconocido el Secretario General de las Naciones Unidas ante el G 77 más China, en septiembre pasado y cito: "a medida que se avanza hacia la mitad del camino en la Agenda 2030, lejos de mejorar, el mundo retrocede.

"La pandemia de Covid-19 y una recuperación desigual nos han costado al menos tres años de progreso, mientras los países en desarrollo se ahogan en deudas, sin margen fiscal ni acceso a recursos financieros para invertir en la recuperación". Fin de la cita.

Hoy, más que nunca, resulta imperativo alcanzar consensos en los temas que nos afectan como países y como agrupación. Solo por ese camino seremos capaces de acercarnos a las aspiraciones de los pueblos históricamente preteridos y a sus ansias de justicia social.

Excelencias:

En estos tiempos difíciles y convulsos, proliferan las apuestas para fracturar a los países del Sur. Demos una lección de unidad, demostremos el valor de la cooperación y la solidaridad.

Como proclamara Fidel, fundador y defensor incansable de la unión como premisa insoslayable de todas las acciones: hay que fundirse en estos tiempos para construir el mañana que anhelamos, para reivindicar a los excluidos de siempre, para rescatar la fe en la humanidad.

Cuenten con Cuba y con su compromiso invariable de trabajar sin descanso, junto a todos los miembros de esta imprescindible agrupación, en la defensa de los intereses supremos de nuestras naciones.

Cuba también cuenta con ustedes y espera que el espíritu de unidad y solidaridad, que dio a luz al G 77 más China, prevalezca sobre los intereses mezquinos de quienes pretenden mantener inamovible el injusto orden económico actual.

Creemos firmemente en el multilateralismo y en el poder inconmensurable de la unidad en la diversidad, que el General de Ejército Raúl Castro Ruz, líder de la Revolución, ha defendido como bandera y guía de la construcción de los consensos indispensables para vencer los actuales desafíos y construir el mundo justo al que aspiramos.

Siempre será la hora de la unidad. Pero hoy es un imperativo, la mayor de todas las urgencias. Articulemos acciones para quebrar por fin, los nudos que atenazan las posibilidades de progreso real de los pueblos. Ellos tienen derecho a una existencia más humana, enaltecedora y digna y es deber de sus líderes batallar por ello. Sí se Puede
