STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA AT THE CLOSING PLENARY OF THE 11TH SESSION OF THE CONFERENCE OF THE PARTIES SERVING AS THE MEETING OF THE PARTIES TO THE KYOTO PROTOCOL (CMP11), PARIS CLIMATE CHANGE CONFERENCE (Paris, France, 12 December 2015)

Distinguished representatives,
Ladies and gentlemen

Mr. President

1. I have the honour to deliver this statement on behalf of the Group of 77 and China. First of all, I would like to commend you for the efforts you have made during this session to advance the important work on the agenda of the 11th Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP11).

2. The Paris Agreement was the focus of our work and represents an ambitious step forward in our efforts to address climate change. We must, however, remind ourselves that entry into force of this Agreement will take a few years. The continuation of our work pre-2020 must, therefore, be prioritized. We see the Kyoto Protocol as a fundamental building block in our response and the work done under the CMP has to be concluded. In this regard, the entry into force of the Doha Amendment for a second commitment period under the Kyoto Protocol is urgently required.

3. As stated during the opening of this session, the G77 and China believes that adaptation is an important and urgent priority for developing country Parties. Financing for adaptation is critical and securing the continued role of the Adaptation Fund beyond 2020 is welcomed. Our Group is of the strong view that, taking into account to encouraging results obtained by the Adaptation Fund so far, and the hope created around the direct access modalities, the CMP recommends to the COP to designate the Adaptation Fund as an operating entity of the financial mechanism of the Paris Agreement. In doing so, we will secure funding for the Adaptation Fund for the future.

4. The Group strongly believes that capacity-building should be based on and responsive to national needs, fostering country ownership. We already have ample lessons learned since the adoption of the Convention to know that the process of capacity-building must be participatory, country-driven and cross-cutting.

5. On the revision of Guidelines for National Communications for Annex I Parties, the Group welcomes the progress made towards the finalisation of these guidelines. We look forward to further consultative engagements at SBI44 with a view to adopting comprehensive guidelines for Annex I National Communications by COP22.

6. The agenda item on CDM Modalities and Procedures and Guidance to the Executive Board was successfully concluded with draft conclusions. The CDM is an important tool to many in the Group and we are pleased that we were able to work constructively to reach draft conclusions.

7. Under the SBSTA's agenda items on methodological issues under the Kyoto Protocol, the Group of G77 and China worked constructively with other Parties for a number of years to finalise the rules applicable for the second commitment period, and has been consistently committed to maintaining the environmental integrity of the commitments agreed to in Doha. This will remove the final obstacle to the implementation of the second commitment period. The ratification of the Doha Amendment by all Parties has to be done urgently in order for it to come into force. The G77 and China has shown extraordinary flexibility in the interests of achieving some ambition through its implementation, and in the interests of carrying the legacy of the Kyoto Protocol into the new agreement.

8. On the budget for the biennium 2014-2015 and 2016-2017 we actively participated on the agenda items related to governance and the discussions on the arrangements on intergovernmental meetings as well as on administrative, financial and institutional matters. We still reiterate that it is important that the functions and operations of the secretariat are supported in an adequate and balanced manner for it to play its role in support of the Parties.
