Mr. Chairman,

1. I have the honor to speak on behalf of the Group of 77 and China.

2. Allow me at the outset to express the deep appreciation to the Government and people of Panama for hosting this important meeting in this framework of lush nature and rich history of the city of Panama, where we hope to build a canal between the different positions that will allow ideas to flow freely and help us to find commonalities as we move towards Durban. We also thank the Secretariat for their excellent work regarding the arrangements for this meeting.

3. Mr. Chair, you can continue to count with our full support and collaboration in your endeavors. We trust that under your experienced leadership, the parties will find ways to have agreements and to work positively and constructively to produce a balanced and comprehensive package for consideration and adoption in Durban.

Mr. Chairman,

4. Each time we meet to continue our discussions in the hope to find realistic but also meaningful response to climate change, a new tragedy related with climate change has occurred that brings home even further how pressing it is to find a solution. Developing countries continue to suffer most from the adverse impacts of climate change, and the increasing frequency and intensity of extreme weather events. The Group also underlines the challenges faced by developing countries from the impact of response measures.

5. Our Ministers have emphasized only a few days ago that the mandate of the Ad Hoc Working Group on Long-term Cooperative Action (AWG-LCA) is "to enable the full, effective and sustained implementation of the Convention through long-term cooperative action now, up to and beyond 2012" as per the Bali Action Plan, and we are committed to fulfilling it. The full and prompt implementation of Cancun, as well as finding appropriate solutions to issues not addressed at Cancun would be vital to fulfilling the mandate of the Bali Action Plan. On this basis, the AWG-LCA must continue its work with a view to presenting its results to the Conference of the Parties at its seventeenth session.

6. The Group of 77 and China reiterates all the positions we conveyed at both the Opening and the Stocktaking plenaries of the AWG-LCA during the session in Bonn, and in earlier sessions. For the sake of brevity, I will then concentrate on the organization of our work in this resumed session.

7. The Group reiterates that all issues under our agenda are relevant and must be addressed meaningfully in Durban, and it is in this light that paragraphs 11 and 12 of your Scenario Note are understood. In this regard, Mr. Chairman, we appreciate your assurances that the list of subjects under paragraph 12 is not exhaustive, and that we will continue to be guided by the full agenda, as adopted in Bangkok.

8. The Group of 77 and China considers that technical and political issues cannot be delinked, and progress in the one will not be possible without progress in the other. This is particularly clear with regard to an issue such as mitigation in which even progress under the two negotiating tracks is essential. It is also imperative that Annex I Parties increase their level of ambition to overcome the wide gap between the pledges put forward and what is required by science, equity and historical responsibility.

9. We reaffirm our readiness for focused negotiations and working on concrete texts, in order for us to achieve the implementation of Decision 1/CP.16 and work for a successful, balanced and comprehensive outcome for Durban.
The Group expects submissions by all Parties to be dealt in their entirety, as we expect also that the basis for the texts we will be working on will be produced by Parties, in keeping with the open, party-driven, transparent and inclusive manner that our negotiations are being conducted.
In this regard, allow me to recall that the Group has presented two draft decisions that need to be addressed: one, on the role and functions of the Standing Committee of the Financial Mechanism; the other, on the Technology Mechanism.

10. The Group of 77 and China reiterates the necessity of Palestine active participation in the UNFCCC process and to make every effort to grant Palestine access to funding from different climate change sources.

11. Finally, Mr. Chairman, the G77 and China allow me to reiterate to you the assurances of the support of the Group and our positive and active engagement in this process.

2. Permita que al principio exprese el aprecio profundo al gobierno y a la población de Panamá como anfitrion de esta importante reunión, en el marco de esta naturaleza lozana y de la historia rica de la ciudad de Panamá. Esperamos poder construir un canal entre las diversas posiciones que permitirán fluir las ideas libremente y nos ayudara a encontrar concordancias mientras avanzamos hacia Durban. También agradecemos a la Secretaría por su trabajo excelente con respecto a los arreglos para esta reunión.

3. Sr. Presidente, usted puede continuar contando con nuestro apoyo y total colaboración en sus esfuerzos. Confiamos en que bajo su experimentada dirección, las partes encontrarán maneras de tener acuerdos para trabajar positivamente y producir un paquete equilibrado y abarcativo para la consideración y la adopción en Durban.

4. Cada vez que nos encontramos para continuar nuestros debates en la esperanza de encontrar respuestas realistas pero significativas al cambio climático, una nueva tragedia relacionada con el cambio climático ha ocurrido que nos hace darnos cuenta la urgencia de encontrar una solución. Los países en vías de desarrollo continúan sufriendo más los impactos adversos del cambio climático, y la frecuencia y la intensidad cada vez mayores de los eventos climaticos extremos. El grupo también subraya los desafíos que enfrentan los países en desarrollo debido a los impactos de las acciones de respuesta.

5. Nuestros ministros han enfatizado en la Reunion Ministerial del Grupo, hace tan solo unos días, que el mandato del Grupo de Trabajo Ad Hoc de Largo Plazo (AWG-LCA), es "para permitir la aplicación plena, efectiva y sostenida de la Convención a largo plazo a través de la acción cooperativa desde ahora, hasta más allá de 2012", según el Plan de Acción de Bali, Estamos comprometidos a cumplirlo. La plena y pronta implementación de Cancún, así como la búsqueda de soluciones apropiadas a los problemas no abordados en Cancún serían vitales para el cumplimiento del mandato del Plan de Acción de Bali. Sobre esta base, el AWG-LCA debe continuar su trabajo con el fin de presentar sus resultados a la Conferencia de las Partes en su decimoséptimo período de sesiones.Sr. Presidente

6. El Grupo de los 77 y China reitera todas las posiciones que se transmitieron en los plenarios de apertura y conclusiones del AWG-LCA durante la sesión en Bonn, y en sesiones anteriores. En aras de la brevedad, a continuación, nos centraremos en la organización de nuestro trabajo en este período de sesiones.

7. El Grupo reitera que todas las cuestiones en la agenda son relevantes y deben ser abordadas de manera significativa en Durban, y es desde esta postura que entendemos los párrafos 11 y 12 de su nota informativa. En este sentido, señor Presidente, le agradecemos su seguridades de que la lista de temas en el párrafo 12 no es exhaustiva, y que continuaremos guiandonos por la agenda completa aprobada en Bangkok.

8. El grupo de 77 y China considera que los temas técnicos y los politicos no puede desvincularse, y que el progreso en uno no será posible sin progreso en el otro. Esto resulta particularmente claro con respecto a un tema tal como mitigación en la cual el progreso bajo las dos vias de negociación es esencial. Es también imperativo que las Partes en el Anexo I aumenten su nivel de ambición para superar la amplia brecha entre los compromisos propuestos y lo que la ciencia, la equidad y la responsabilidad histórica demandan.

9. Reafirmamos nuestra disposicion a tener negociaciones enfocadas y a trabajar en textos concretos, para que alcancemos la puesta en práctica de la decisión 1/CP.16 y trabajemos para un resultado acertado, balanceado y abarcativo en Durban. l Grupo espera que las presentaciones hechas por las partes sean consideradas en su totalidad, pues contamos también con que los textos de base en los que trabajaremos serán producidas por las partes, en consonancia con la manera abierta, transparentes, e inclusiva en que estamos negociando a impulso de las partes.
En este respecto, recordemos que el grupo ha presentado dos proyectos de decisión que necesitan ser abordados: uno, sobre el papel y las funciones de la Comisión Permanente para el Mecanismo Financiero; el otro, sobre el Mecanismo de Tecnologia.

10. El Grupo de 77 y China reitera la necesidad de la participación activa de Palestina en el proceso de CMNUCC. Debe hacerse todo lo posible para conceder el acceso de Palestina al financiamiento de diversas fuentes vinculadas al cambio climático.

11. Finalmente, Sr. Presidente, permitame que le reitere las seguridades del pleno apoyo del Grupo de los 77 y China y de nuestra mejor disposicion en este proceso.
