STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY H.E. AMBASSADOR IBRAHIM MIRGHANI IBRAHIM, HEAD OF THE DELEGATION OF THE REPUBLIC OF THE SUDAN, AT THE OPENING PLENARY OF THE 31ST SESSION OF THE SUBSIDIARY BODY FOR IMPLEMENTATION (SBI 31) OF THE UN FRAMEWORK CONVENTION ON CLIMATE CHANGE (Copenhagen, Denmark, 8 December 2009)

Madam Chair,
Excellencies,
Dear Colleagues, good morning!

Madam Chair,

        I have the honour to deliver this statement on behalf of the Group of 77 and China.

        The Group reiterates its sincere appreciations to the Government of Denmark and the Climate Change Secretariat for the excellent arrangements made for this session.

Madam Chair,

        The Group of 77 and China is greatly concerned with the lack of progress on Capacity Building under the Convention and Kyoto Protocol and lack of flexibility to address the factual capacity building needs. For developing countries capacity building remains one of the most important issues to be agreed in the new climate change regime. The Group would like to reaffirm that the enhanced action on capacity building should be guided by provisions of the Convention and relevant decisions of the Conference of the Parties

Madam Chair,

        The application and use of environmentally sound technologies continue to be the surest way that the global community will be able to address the problem of climate change in a carbon constrained world. In this light the G-77 and China would like to express its appreciation to the EGTT for preparing the report on the performance indicators The Group looks forward for considering the report which would guide Parties' work on assessing the delivery of technology development and transfer going forward.

        The Group is also looking forward for the consideration of the two-year rolling programme of work of the EGTT for 2010-2011

Madam Chair,

        The group of G77 and China appreciates the Secretariat for preparing the information on national communications and greenhouse gas emissions from Annex I Parties. Developed countries committed themselves under Articles 3.1, 4.2 (a), 4.3, 4.5 and 4.7 of the Convention on taking the lead in cutting emissions and provision of financial support and transfer of technology to developing countries.

        However, there are huge gaps with regard to the commitments of developed countries. The in-depth reviews of the fourth national communications from Annex I Parties indicated that developed countries have failed in meeting their commitments on provision of financial support and technology transfer.

Madam Chair,

        The Group of G77 and China expresses its great concern on the existing huge gap with regard to the fulfilment of developed countries' commitments. The Group strongly urges developed countries to take concrete actions now to meet their commitments under the Convention and the Kyoto Protocol in taking the lead in modifying the longer-term trends in their greenhouse gas emissions, and providing financial support and transferring technology to developing countries.

Madam Chair,

        Regarding National Communications, non-Annex I Parties have constantly faced several technical and financial constraints in the process of preparation of their national communications. The best way to make progress in this SBI agenda item is to ensure adequate technical assistance and funding to meet the agreed full costs incurred by developing country Parties in complying with the obligations contained in Article 12 of the UNFCCC.

Madam Chair,

        The implementation of adaptation activities represents a high priority for all developing countries, particularly the most vulnerable among us. Therefore, the Group looks forward for the implementation of 1/CP.10. During the last session some progress has been achieved, by discussing the way forward. During this SBI session we look forward to negotiating, in a contact group, the proposed Chair's text based on the submissions by Parties and groups.

Finally, Madam Chair,

        We understand that this SBI session will be short; however we expect more efficient allocation of time and engagement in a constructive discussion with our partners to make real progress in all issues under the SBI.
