STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MS. FARHAT AYESHA OF ISLAMIC REPUBLIC OF PAKISTAN, IN THE SECOND COMMITTEE UNDER ITEM 52: 'INTERNATIONAL TRADE AND DEVELOPMENT' AT THE ADOPTION OF RESOLUTION (A/C.2/62/L.10) (New York, 7 December 2007) |
Madam Chairperson,
I have the honour to deliver this statement on behalf of the Group of 77 and China after the adoption of resolution on "International Trade and Development" (A/C.2/62/L.10) under agenda item 52.
2. The Group of 77 and China recognise the importance of agreed resolutions on International Trade and Development that can provide policy guidance to our negotiators in Geneva and WTO. While submitting this resolution we used agreed language of GA resolutions, to which partners and developing countries should have no fundamental problems in showing flexibility.

3. The Group of 77 and China is disappointed over the failure to achieve agreement on this resolution three years in a row and now fourth year. We submitted a draft resolution using agreed language for negotiations in anticipation of reciprocation. Unfortunately, this was not the case. Our negotiating partners ignored the agreed language of resolutions and chose to introduce unacceptable amendments in critical paragraphs related to development mandate of the Doha Round.
4. Despite attempt to show flexibility, more demand kept on mounting and with more technical engagement regardless of the fact that technical negotiators are not in New York. More surprising enough, our negotiating partners attempted to change focus of all development related aspects of the Resolutions which is agreed in the Doha Round as well as Hong Kong Ministerial Declaration.
5. On the basis of the foregoing, we find the political will from partners at this point to be lacking despite all rhetoric on aid for trade and support to integrated framework. The Group of 77 and China encourage our partners to fulfil their commitments in spirit. The Group also feels that agreement on trade is an important ingredient for achieving success on development agenda.
6. Finally, we would express Appreciation for the efforts of our distinguished facilitator Giza Gasper of Angola for his efforts on this resolution.
