On the occasion of the thirty-third annual meeting of the Ministers for Foreign Affairs held at the United Nations Headquarters in New York on 25 September 2009, the ministers of the Member States of the Group of 77 welcomed the convening of the third Meeting of Ministers of Science and Technology of the Member States of the G77 on the occasion of the World Science Forum on 4 November 2009 in Budapest, Hungary and invited Ministers in charge of Science and Technology and National Academies of Sciences and other relevant research institutions in Member States to participate actively in the launching ceremony of COSTIS.

UN Headquarters, New York, November 2009 - Following the Budapest meeting, the Ambassador of the Bolivarian Republic of Venezuela, Rebeca Sanchez Bello (currently Chairperson of the Working Group on Science and Technology), was mandated by the Ministerial Meeting to promote COSTIS with the support of the Executive Secretary of the Group of 77 in New York who was mandated also to coordinate the follow-up and monitoring of the implementation of the roadmap during the interim period prior to the General Conference.
- In October 2010, at the initiative of the developing countries led by the COSTIS coordinator, the Executive Board of UNESCO adopted its decision (185EX/45) urging the Director-General to cooperate with the G77 in mobilizing the extra-budgetary resources needed for the implementation of such a project and for the convening of the First General Conference of COSTIS, prior to the G77 Third South Summit.
